If employees are coming late and if we want to take action against them like issue them show cause notice but before that we want them to know that you are coming late and try to be punctual so how can we do that?
Should we do that verbally or should we send some kind of information letter? If letter is to be issued then what should be the subject of the letter?

Dear Fahd Khan Sherani,
You may send such memo to the frequent late commeres. On the other hand to resolve such issues, generally an incentive can be paid to employees on a monthly basis who are punctual. This can create a good culture and avoid late commings in an organization.

Hi Fahdkhan,
Can your organisation afford a Tiem Punching Machine? If yes that will solve the problem of late comers once for all. This is essential for handling late comers. Also frame a policy for this system. Let there be deductions for late coming from salary. Next, this fact should be reflected in their Annual Performance Reports. The APR should find a column for "adverse remarks". And it is legally essential under Indian Servce Laws to communicate "adverse remarks" to the appraisee. I do not the law point in Pakistan. Even if there is no law laid down then also you may safely follow this practice.

Hello Satish Kumar,
We do have a hand punch machine but still employees are coming late and we did have deductions on late comings but the thing is that our CEO doesn't like deducting salary for late comings although he very well know that when we implemented this thing all the employees started to come on time but then he said to stop this practice. Our CEO stresses on some other techniques to overcome this issue. Thats why this late coming by employees have grown big and now HR is being criticized by other HODs.

As satish as said punching machine to a very great extent solve the issue provided some sort of deduction from salary.

There are varied reasons why people come late

1) they might be working late night and are not able to get early in the morning

2) as stated earlier may be late due to ill health or traffic

3) the reason can also be non clarity of the work suppose to do (sensing the urgency of the work)

4) Not interested in the specific job

5) Not a good work environment

6) Free time for the employee is more

7) Laziness

My suggestion:

1) To overcome the first two reasons:

a) For example: a person usually comes at 9.40am and in a particular day he comes at 9.35am, then send a mail to all appreciating that he has come early. everytime he come early than 9.40 he should be appreciated with some good quotes (thought provoking). When he comes on time then he should be given a small gift or a coffee treat by his boss.

b) before the person leave the office give him the task that needs to be completed and send to the higher official/client/customer without any delay by 10 am.

2) conduct survey from the late comers (point 3 to 6) to understand the exact reason and recommend solutions based on their issue.

3) Laziness cannot be overlooked, needs some negative stroke for overcoming it.

(the suggestions are based on my successful practices but it is not mandatory that in every situation it will work. It purely depend on the personality of the person and hence recommendations to be taken from that aspect alone)

Now one question I want to ask all the members: Is it necessary that all the employees report to the office on time or his performance/productivity matters at the end of the day? Because this is where myself and my boss has disagreements. I feel time keeping is must for varied reasons and my boss talks on output. Somewhere till now i didn't get any strong view wherein i can convince my boss views.

I would comment that being to office on time is very essential. Thougth a candidate is extremely good in his performace, when he lacks the basic office discipline, it matters a lot. He will be setting standards for the others. This can bring lot of impact on others. Hence according to me maintaining basic discipline systems at work place is very essential and that is the reason we are asked to practice the same at Schools and colleges.

Hi,
Your question regarding how to inform the late commers about their late coming is very common, what you should do in this regards that apprise your boss about this occurence & seek his directions, but in case u r the one who has to take decision then ua call the particular employees and ask them to start coming on time, your message should be polite for first instance but in case the employee does it again then call him and tell him in very clear language. even he does it again then issue him warning letter with reference of previous two counseling and take his acknowledgement on the letter.
This much of your action would meet with your requirement.

Thanks alot for your replies but the thing is that sometimes even HODs also allow their competent staff to come late because of achieving targets/goals and when HR tries to take action on late comings then they are stopped by higher management.
I've come to the conclusion that no matter what technique HR tries to adopt somewhere it is being neglected by higher management in favour of their competent staff.
