Don't worry. Please follow CiteHR where you will get all information about labor laws and how to set up an HR department. Labor laws are found in books and notes; just follow the rules. To set up an HR department, prepare an HR Manual which will help establish HR department rules.

I only believe in setting HR is Setting 3 basic HR functions:
1. Statutory
2. Administration
3. Strategic
1. Statutory is one which takes care of PF, ESI, all regulatory requirements. This includes documentation needed for external audits as well.
2. Administration caters to the entire facility management from washrooms to cafeteria, providing all services required by the employees.
3. Strategic is focused on policy generation, establishing standards, talent acquisition, training & development, and all strategic functions of HR.

If you grasp the basics correctly, your day-to-day activities can proceed smoothly. To foster innovation and creative productivity in HR, one needs to invest time, which I am sure you will be able to do once you have a solid grasp of the basics.
