Dear All,
I have joined a small company(construction). It is a 2.5 year old organisation. But do not have even practice of issuing offer / appointment letter to its employees. It's really incredible that around 20 employees are working in this company without appointment letters.
Now I am given a resposibility to formulate and implement all the HR Policies and Systems. but I am a fresher. I have sound knowledge about all the HR functions.and I have taken up the job as a challenge.
I request you all to suggest and advise me to how to start working and what are all the policies should be formulated. I am even unable to understand from where I should being to work.

Dear Hedge,
First get the Employee Information sheets from your sites.Get labour licenses, P.F , E.S.I registrations. Then formulate salary structure of all the employees depending on their cadre so dat u can deduct P.F,E.S.I which ever is applicable

Hi,

This is so strange and being a construction company, there are many applicable labour laws and related statutory returns. Please make sure compliance of statutories. This is much important than HR policies. I would suggest you to discuss all these serious aspects with Management, immediately. You may consult company's legal adviser, if required.

First get all employees details as Name, designation, joining date, salary, Then make a separate file for each one so you can get info about each employee in their file.
Then also discuss with your senior about leave policy, attendance, office timing, LTC, bonus, probation and salary revision, Increment, Loan, dress code, List of Holidays, Insurance, Salary account. Then set the rules for that.
Also prepare appointment letter. But get approved by seniors because some companies want legal points as per their policies.
Prepare one HR Manual so if policy revised or new policy added then its easy for you.
Because all those policies are general policies per rules are different as per company.

Hi,
It is not so simple that we tell you something online and you implement it.
You have to carry out so many activities and you cant achieve anything overnight.
It is essential to have one HR Consultant. It is worth the effort to take one experienced person's advice. Needless to say I retired as Head of HR last year, from one of many Strategic Business Units of L&T. I can be of immense use to you. You can prevail upon your bosses to go in for a tie-up with a guy like me. You wont regret your decision.
There is nothing called free lunch... free advice will be given to you by one and all but you will end up at cross-roads without anybody showing you a focussed direction.

Just to prepere the offer and appointment letter is not a big issue. Prior to that you should prepare the leave and salary structure for diffenrent level of employees.What will be gross and net package an employee will be offered everything should be mentioned in offer and appointment letter.Because an appointment letter is also a contract letter between the employee and employer.As a construction company you will be under purview of many acts.You should ensure the acts like Shops & Commercial Establishment Act,EPF,ESI,Contract Labour Act,W.C.Act (If applicable) Minimum Wages Act, etc.

I suggest you to subscribe to Labour Law Reporter. Their address is on the web.
Once you subscribe they give you a diary that contains suggested formats of several letters issued by establishments which you can modify to suit to your requirement.
But please note for all other HR policies you need to collate information available on this website.
You need to choose a topic and browse this website, you will get tons of information, but you need to spend the time.
I would suggest that every week work on a particular topic like Recruitment, Induction, Welfare, Leave rules, Performance assessment, Career Progression, Wage & Salary fixation, Employee Retention, Training, Exit interviews, Terminal benefits. Once you have done some homework you can post it on the site and you are sure to get advise by many HR professionals.
WE SHALL ALL HELP BUT COME BACK WITH SOME GROUNDWORK.
