I have requested a joint declaration in my current company, and it is still pending with the employer. I have a joining date next week, and my new company's HR is continuously chasing and putting pressure on me. This situation is stressing me out.

I don't think a Joint Declaration will hold up your joining a new employer. Maybe within a month after your exit, things get sorted out. You can join without waiting for your other formalities except the relieving letter. Make sure you obtain a clean relieving letter/experience letter, which should be a sufficient document for joining.
