Look at your culture. Did it allow them to become lazy?

Look at your employee contact system. How frequently are you in touch with them? This would enable you to understand why they are disinterested in their work.

Look at your job rotation program. How long ago did you rotate them among different jobs? Perhaps they may find doing the same job monotonous and have lost interest.

Look at your work methods. Do you set deadlines for completing the assigned tasks?

Look at your time-office management. Are you passively observing an employee walking into your office late? Have you questioned them for their tardiness?

Look at your employee engagement activities. Have you made any effort to engage employees? Laziness is often a visible symptom of disengaged employees. In many cases, the cause lies within the department, but since the effect (in this case, laziness) is visible, efforts are made to address the effect rather than the cause.
