The workers who are engaged in the work which is mainly casual in nature, may be called as Casual workers. In most of the factories, there are some operations, which are not directly connected to the core manufacturing process, but to support the process it required for some period, there casual labours can be engaged.

The workers who are engaged through a contractor under The Contract Workers (Regualtion & Abolition) Act 1970, will be considered as contract workers. The nature of work of contract workers will not be directly involved in the manufacturing process, but it may carry on forever as a part of regular work.

In short, casual workers may be engaged for time being for certain casual operations only, but not necessarily through contractor. While contract workers may be engaged for full time activities related and supported to manufacturing process but engaged through a contractor only. goods

As far as PF & ESI is concerned, then the provisions of both acts are applicable to the workers engaged through casual or contract.

Regarding the Mathadi Labour Act, you first check the applicability of the act to your organization, as I dont know the area or your working.

The provisions of the Mathadi Labour Act is being applicable where the activities like loading & unloading of any finished /raw material finished products or goods are involved in the factory premises. As per the provisions of Mathadi Act, all the loading & unloading activities must be carried out by the mathadi labour only (mathadi labours are available under the Mathadi board in your area). Failing which, labour dept may initiate penalty against your organization. To avoid this, either you need to hire the mathadi labours for your loading/ unloading activities or you need to pay a levy charges to the mathadi board on the total amount of your loading/ unloading cost. For more details, check the mathadi act.
