The Haryana Government has introduced the Self-Certification Scheme to curb the tendency of "Inspector Raj". The objective of the scheme is to facilitate a hassle-free functioning of the Industry and at the same time ensure legitimate protection to the workers. The scheme is streamlining the requirement of inspection of specific industrial units under different acts.
With a view to encourage the growth of Information Technology, Biotechnology, and Export-oriented industrial units which will ultimately lead to the economic growth of the State besides providing employment opportunities to the people, the Government recognizes the strategic importance of such industries. There is persistent demand by different associations of employers in the state for the introduction of Self-Certification. Therefore, the Government has decided to extend this facility at the outset only to the Information Technology Industry, I.T. enabled services, Biotechnology establishments, Export-oriented units, and units in Export Processing Zones at an initial stage under the following Labour Laws:
1. The Factories Act, 1948
2. The Maternity Benefit Act, 1961
3. The Contract Labour (R & A) Act, 1970
4. The Payment of Wages Act, 1936
5. The Minimum Wages Act, 1948
6. The Punjab Shops and Commercial Establishment Act, 1958
The requisite formats under the above acts and rules made thereunder for Self-Certification have been devised, but the Labour Department shall have full powers to inspect the above related industries/establishments at any time on any complaint received and to take action against the erring management for the deviations, if any found, as per the provisions of the relevant Act and Rules made thereunder.
Please find attached all the Proforma for Self-Certification for all the above-mentioned Acts, except - The Factories Act, 1948 (I will post the same by Monday as I am in the process of creating a soft copy of this.)
