Late coming issue is very comment nowadays. At our company, we have implemented a new rulings informing all employees that the management will deduct RM10 from their end year bonus or incentive for every 5 minutes late in a day ( one year period).
As a positive action, we also implemented a new ruling saying that, employees who have good attendance record (no late coming or acceptable or reasonable lateness), the company will give extra points which will help the employees to get better bonus or incentive.
We also conducted briefing to all employees about the new rulings. Although we received some un happy feedbacks from some employees but after the implementation, we found out the percentage of late comings drop.

Late coming is a serious problem faced by almost all organisations. Slapping fines is not a permanent solution. Habitual late comers will embrace it with glee rather than coming at the right time. The Kaizen solution is a better one which can be tested. Then training and counselling can also be done. Make them understand who much the organisation suffer because they come late, in reputation as well as financially because today time is money.

Discipline is important aspect to any organization. First you have to given 30 minutes grace period to all employees in the span of one month. If any one crossed the grace period limit you can deduct half day salary.
Prior to implement this system you must be frame one policy by mentioning all the guidelines and forward the same to all employees.

I'm wrking in textile manufacturing concern.We are also into Retail.Even I was also suffering form the same problem, I applied that Kaizen concept for factory and half day salary deduction on 3days late for corporate and head office.
And belive me it really works.
So I advice you for the same.

Best out of it is to ask them stay for the period they are late i.e. if they are late by 30 mins they have to stay 30 mins more the same day. If they invest more time when required, it is a common practice these days for that they are recognized at the yaer ending appraisals. This way some employees will reluct and some will agree with the system and ratio will around 60(agree):40(Disagree). Which will vanish with the passage of time.
Giving employees a slow change is much better than a sudden shock.

Finely Management have taken decision to deduct salary and we have circulated following circular.
Time and again we keep it on record and wish to bring to the notice of all employees that inspite of several notices and appeals to the employees to report at schedule time, it has been observed by the Management that the employees are still reporting late and few of the employees who have been counseled in the past are still reporting late habitually. To implement the discipline, the Management has no option but to initiate punitive action against the late comers.
Please be informed that half day salary will be deducted if an employee reports late on four occasion and for further late attendance on two occasion, further half day salary shall be deducted and so on.

Its fact that staying after office hour is not an excuse for late coming. In my opinion make a system according to which if an employees reports late by 15 minute or more (3 times) then mark half day absent, and repeat if the case is repeated. Instead of absent if u wish you can adjust casual leaves.
