Hey Priyanky, all though most of the suggestions are the most apt ones if they can be followed, but i feel they arent practically possible. Changing office policies would be not a nights work. I feel u shud talk to their deptt. manager and try to find out why is it tht his/her deptt.s ppl do this and tht too on a regular basis. You can then issue circulars/memos to the employees stating tht office timings are 10 n they r expected to be in the office by then. you can keep a tab on this and conduct a daily/weekly review reporting the employees as well as their seniors bout the defaulters.

This is a pretty common problem most organisations face and I feel that is more of a problem realted to the work structuring and work practice than behaviour of employees. If your employees need to stay 1-2 hours beyond the scheduled working hours on a regular basis, then there is a problem how the work is structured and the manpower planning process. Making employees stayback late every day is not a very healthy sign and ultimately affects employee morale.
I am sure 8 hours a day is sufficient for day's working and can be utlised effectively if we cut down unproductive work during working hours ( unneccesary emails, coffee breaks, unneccesary meeting, gossip etc). Reserach has also shown that the maximum productivity for a human mind is for 7-8 hours at a strech beyond which it begins to drop.
So go ahead urge your employees to work hard for 8 hours and follow the office timings, I am sure they would be happy and productive employees.And of course, coming to office at the scheduled time is imperative for a disciplined work force.

why don't you make a policy for late comming. I am working in a garment Industries as executive HR. We are using late comming policy for worker and staff both, we allowed 3 days late for worker for 10 min and for staff we gave them 3 half an hour and 3 one hrs late comming permisible in a month, why can't you make this type of policy to reduce late comming.

Our Company follows a flexi time like this...Our timings are 9 am to 5 pm...if the employee swipes his/her attendance till 9.10 he can leave at 5 pm... if he swipes till 9.30 am he/she can leave after 5.30 pm ..for comming after 9.30 am and till 10 am for which he would need the written permission of his superior, he. she can leave after 6 pm. Arrivals after the flexitime is considered full day absence.
employees sitting late if they actually have work is not new atleast to a pvt organisation..so no employee can take advantage of that excuse...The employee's immediate needs to be conveinced that working after the regular hours is productive enough for the orgn otherwise the company ends up increasing overhead costs like electricity, etc.
Also, not Ovetime should be allowed for the white collored so as to disuade him from sitting late and which also puts pressure on him to fininsh his taks within the normal hours.. The employee should also be motivated to spend quality time with his/her family so that work-life balance is maintained...that's a good hr...

I have seen employees and the only way the management can implement any rule successfully(there is a huge difference between implementing successfully and implementing forcefully!!!!)is only when the management
doesn't give its employees an "ethical" space to argue.And since I infer that it is not the case with your management,i feel implementing blind rules like "3 late entries a month" or "proportional salary cut "based on the lapsed duration will only lead to "unrest" and "hot debate topics" during tea time!!!
So, a flexi work time of 8 hrs(excluding breaks) or "meeting deadlines rather than work times" sort of approach could be better!!!!

-Check the register and call the employee who have come late and counsel them
-If you think that though after continuous counselling some of the employees are very rigid and they come late.
-send a show cause notice ask for explantion
-if explantion is not satisfactory send a intimation letter for conducting domestic inquiry.
I think it will serve the purpose.

You can try this if you are finding it hard to get your employees out of the office by time!!!!We have implemented this in our office and it is a huge success!!!!Take an excuse that the company is goin "eco friendly" and hence to reduce the Global warming,there will be a compulsory power shutdown during the breaks and after office hours.Give a 10 minutes space so that the employees can "Save" whatever they had been doing at the end of the day!!!Now you can "ethically" enforce the "3 late entries /month" or whatever you find sufficient!!!!We have implemented this during lunch also and it has been gr8!!!
No drop in performance either!!!
