Dear Friend,
I do not understand your question. Whether you have a late mark policy or not, if you have a policy, deduct it according to the policy. If not, then design the late mark policy first and then start the deduction accordingly.

Hi,
Leave deduction for latecoming is followed in companies. However, before implementing leave deductions, you should also analyze what time they left the office the prior day, and you should allow some grace period. Allow 2-3 instances of lateness per month for genuine reasons.

The deduction of late coming or absences is done according to the established policy of the organization. The deduction for late coming is justified, but the amount of the deduction depends on the policy in place.
It is important to establish a policy on leave and attendance if you do not have one currently. This will help justify actions taken with employees.
Do you offer extra pay if someone works beyond the regular working hours? Your management now needs to address these issues if they are raised by employees.

I understand your saying. I disagree. I think this is just going to be late. cannot count as a half day break. boxnovel
Allow, for example, 2 hours per month (you can divide this into minutes as per day grace time) as a grace period. If an employee exceeds this, you may mark them as late. Three such markings could be converted into half-day leave/one day leave (depending upon hours of late attendance).
Before implementing this system, I suggest preparing an attendance policy, late coming/early going policy. Similarly, you should have an early coming and late going policy as well. This way, employees will be aware of their cash benefits for late stay and penalties/fines for their late coming/early going habits.
