can anyone suggest if an employee is continuously irregular in attendance inspite of frequent reminders and warning letter issued. what strict action should be taken against the employee, but we don't wish to terminate the person.

You can tie it with variable pay. Anyone who has been issued Written Warning letter to lose variable pay/ incentive for a certain period. This can bring in the change.
