Is such a policy really required? (Wondering not passing a judgement)
Do we, in our zeal to make the work environment better, make it so regulated and bureaucratized that instead of promoting employee welfare, we end up promoting employee dissatisfaction?
Why do we need to tell the employees that they are teenage hostel boys who need to be kept in tight leash by dictating if they can munch a biscuit on their work desk or not? How about a good round of pest control over a weekend to check rats?
Do we, through our own actions, fuel the negativity people usually have for HR?

If we talk about food (lunch / heavy food) you can make this policy, but if you are talking about munch, it could be a problem for employees who are not well for going out for each time for eg: diabetic people, pregnant employees, differently abled etc., which will create a big loss in there productive time.
So, you have to be very careful to differentiate while making the policy.

Off-Late, we have all been experiencing lot of pest problems at our work stations. Despite numerous rounds of pest control activity, we have not been able to completely control the problem. We looked into the matter further after which it was observed that, few steps from us, as the owners of the work station, need to be followed too. Here are the guidelines:
• Let us not bring the Evening Snacks from the Cafeteria to the work-stations
• Even if you would like to have some refreshments/snacks, please ensure that you clear and clean the desk, do not leave any crumbs even in the dustbin. Please dispose the same.
• Take care to not leave any snack that you bring personally, out in the open on the desk, which would easily attract cockroaches/rodents and other insects.
• Once you had tea/coffee/refreshments, either dispose the containers or leave the cups/glasses at the pantry for washing.
I am sure this small gesture by each one of us collectively would surely help us contain this into becoming a menace in the future.

Offices should have earmarked places for eating Breakfast and Lunch.
This will prevent food droppings which bring ants/rats.
I know of cases where rats have caused short-circuits and snapped computer cables. because staff put waste food in dustbins in the office area.cubicle itself.
Having a munch of a biscuit or a snack need not be controlled to that extent.
Definitely eating heavier meals and leaving waste in office cubicles is unsafe from both pest control as well as bad odour from waste food items especially in fully a/c offices.
We need to seek cooperation from employees rather than forcing it down compulsorily.
