Employee Handbook and HR Policies are similar to some extent.
In Employee Handbook the Vision/Mission Statement, and all policies related to employees are mentioned, i.e. Leave Policy, Code of Conduct, Employee Grooming, etc.
In HR Polices it includes all policies related to HR Department i.e. HR Strategies, Selection Process/procedure, Appointment /confirmation / Termination / resignation /PROCEDURES/PROCESS, Induction Process, Orientation Process, Training & development of the employees, Performance Appraisals etc.
This purely does not mean that policies of Employee Handbook cannot be considered as HR Policies.
Seniors please advise

Dear Sir,
HR Policies are in detail.

Dear Nitish,
An Emloyee hand book belongs to some General unchangeble HR norms and some Organisational HR Policies. But, HR Policies do not belong to a particular hand book. HR Policies are based on logic and justifications. But, Employee hand book can be modified according to the changing need of the Organisation subject to without negleting the HR ethics.
I can understand your question and the reason of your question. See, every Organisation prefer to mention the points those are in favour of the Organisation.I mean the points those can grip the Employee. In fact, it is not possible to define everything related to each subject. There are some diplomatic HR points, which can not be mantioned in a Hand book. E general points, includes:
Selection procedure
Appointment and tormination policy
Promotion and incriment principles
Attendance, Salary, Leaves, public holidays of the particular period
Salary heads, Bonus, Gratuty,
Probation, Job confirmation, Notice period
Some tips on Safety and Personnel hygine
Procedure of performance evaluation
Penalties
Departmentwise SOP
HODs and Employees details of the particular period
Some positive and Productive tips
Something about the Organisation and Physical descriptions
Quality policy and ambition
Products and Clints
And some internal Administrative policies
And everything related to the Organisation, which should be known to Employees
