Dear Senior's,
Recently I have joined a Japanese company in Delhi. There are no Human Resource department at this time. Now, I am the only one HR person in this company. So, please tell me that how to set up a human resource department like how to make a policy & procedure's, what are the laws which applicable in this company etc.

Setting up a human resource department need lots of information. For this there are two ways:
1. prepare a checklist of what HR department should have (policies, rules, etc). Talk to the management to get fair idea of what they intend to incorporate/their ideas in the checklist you have prepared.
2. You can opt for a consultant who may guide you and your company in the right way to set up the HR department.

Dear Nitin,
You can prepare checklist of the policies which you want to implement in HR Dept. Also look for the policies of Other companies and compare it.
Discuss all the policies that you have jot down to higher authority. Take their view point and try to implement it. You can also look all the matters in Labour Law books. This will help you a lot to understand the things.

You have not mentioned any information about the company. However, I suggest the following steps:

1. Have a discussion with the CEO or the person you are reporting to and find out what he/she expects from HR department.

2. Talk with department heads for suggestions. Establish some rapport with them.

3. Though there was no HR department earlier, some HR practices relating to recruitment, performance review, salary administration, and

work relating to statutory compliance must be existing there. Go through the files and study them.

4. Before trying to introduce anything new, study the existing policies/ procedures/ practices and see what improvement is required.

5. Find out who was taking this additional responsibility.before you took charge of HR department, Discuss with him/her and seek his/her

suggestions, comments and support.

6. Later when you are ready arrange a meeting with other department heads and express your plans. Seek comments from them.

You can then submit your HR manual incorporating all topics and submit to your boss. Discuss with him and incorporate his views

One final suggestions. Keep good rapport with department heads since they are involved in recruitment, performance review, increments,

etc. Slowly your contribution will be recognizes and you will be accepted by all concerned. This visibility and acceptability is very important

for HR professional. Astage will come when they will look for your suggestions and comments. Age and experience, though important,

maturity and wisdom and above all your genuine concern to support and help is more important.
