I want to circulate a letter among all the employees to submit leave applications immediately after availing leave. The majority are submitting at the end of the month. Can someone help me?

When drafting a policy on employees, the entire process of how employees should avail of their leave is enumerated. Additional points that this policy covers are the types of leave, admissibility, and who will maintain the records, etc.
When employees go on leave, they come back and resume their duties but forward the application to HR at the end of the month. Then it appears that the basic HR process is missing. Therefore, if the malaise lies in the improper policy, you need to fix it. The malaise cannot be eradicated by the mere issue of the office circular.
