I would like to know the exact differences between the following:
1. Service rule / standing order - Are they the same or is there any difference?
2. Employee handbook / HR Manual
3. Is it compulsory to have a service rule?

Are you talking about Industrial Standing Orders or just about Standing Orders?

If you want to know simply the difference between them for your knowledge and understanding, then you need the following information.

I- Well, the rules are made to control and maintain the system with their own criteria. However, the rules of debate, the agenda, and any local rules concerning the conduct of the meeting are loosely referred to as Standing Orders. Standing Orders have the authenticity of the law.

II- Regarding Employee Manual and Employee Handbook, there is not much difference; they are essentially the same and consist of all organizational policies. Policies cover specific issues such as internet use, safety and health, family and medical leave, military leave, etc. Some policies need to be signed upon hire so that employees understand their obligations to the company regarding specific policy issues. It includes details about the company's dress code, how to handle worker's compensation issues, terminable offenses, holiday pay, bonuses, vacation info, the company's values, etc.

As the Employee Handbook itself states, it is related specifically to employees to know all required and related details such as compensation benefits, leave, and so on. However, the HR Manual is a master collection of guidelines, expectations, policies, and procedures relevant to the organization and its employees (Employee Handbook).

In our organization, we have a total of approximately 100 employees, including those in the factory and head office. My employer has tasked me with creating service rules for employees. I am a bit confused about the difference between service rules and standing orders. Are they the same, or is there a distinction? Can I use the model standing orders as the service rules for employees with some modifications?

I would like to understand the essential content of the Service Rule that is mandatory for employees. I hope you can clarify my doubts.

Your employer has assigned you the task of generating/formulating Rules & Regulations for your employees and organization. However, I would like to know more about you - your qualifications, experience, knowledge, and industry. Are you the only senior member in your HR department? What are the current policies in place, if any, that can assist you in your work? Formulating policies is a complex task.

About myself: Yes, I have 6 years of experience in all aspects of HR activities. I obtained my MBA through distance learning from Symbiosis Pune. Currently, I am the sole person handling all HR activities. I have also developed and implemented basic HR policies such as attendance, leave, local conveyance, travel policy, grievance handling, and more.

I am looking to create an HR manual for all functional heads and an employee handbook for new joiners. Besides these two documents, is it necessary to draft service rules as well? If so, what are the key contents that should be included in these service rules?
