Dear Rajini,
For legal updates, it would be appropriate if you avail of the services of a lawyer's firm that handles labor cases. You are hiring him for training purposes and not for representing a case. During my HR days, I had done the same thing. We had trained not only HR but also operations managers through a labor consultant cum lawyer. His hardcore knowledge was quite useful to us. The lawyer may lack training skills, but he/she will have the ability to provide minute legal details.
As far as "Performance Evaluation" is concerned, I will conduct the training for you. The two-day training program will have a module on understanding the concept of KPI/KRA, designing a policy on employee performance management, and conducting performance appraisals.
