Just put in a normal resignation letter stating personal reasons. Add a line - the late working hours, which often extend to 11 pm, is a security hazard for me and is a contributing factor to my resignation.
But in reality, it is not necessary for you to put any reason for resignation. You can just explain when HR calls you and asks for a reason.

Apart from what Mr. Banerjee has advised, I would rather suggest sending a grievance letter to the HR regarding late sitting until 11 pm. As a woman, you should request the company to ensure your safe transportation home by providing a cab with security. If the company refuses, then it would be appropriate for you to take further action.

If you understand your work responsibility and according to you, it can't be managed within the appropriate timing, then speak to your HR about your security due to timing issues. For late working hours, the company should provide a cab facility with security. Just try to fix a grievance session and present your concerns to HR. If you don't find any solution, then search for a new role and submit your resignation in a simple manner without providing a reason. As my friends have already mentioned, resignation is the final step. Before that, try to address your issues as soon as possible.

As advised by the majority of members, resignation should be the last resort. According to the security guidelines issued by the Delhi Police, the employer must make necessary security arrangements in case a woman employee needs to work late. This includes the provision of a company cab with a security guard or a male colleague accompanying as the last drop.

Just seek approval for this letter because somewhere you mentioned that you are ready to serve your notice period. Instead of this, if you specify that your notice period will start from a particular date, it will initiate your notice period. HR may take some time to approve it, and then they will allow you to start your notice period. Alternatively, they may consider it final and commence your period from the same date. Therefore, speak to your HR personally regarding this matter. Wishing you luck for your future.

I really appreciate all of your responses. Yes, I did personally talk to the HR (who was also supposed to leave, and my manager as well). They also wished me good luck for my future and expressed a desire to retain me. However, due to security reasons and the issue of delayed salary payments after the 16th of the next month, I had to decline their offer.
