Well said Modi. HR is also an employee in the organization. All company policies are applicable to HR. However, in your case if HR is late due to his/her own commitments he/she should be punished as per the company policiy.
But let me tel you that Usually HRs will visit to the consultancies (if tied up) in the first hours of the working days in case of recritements or they visit PF offices in the first hours in that case their non availability in the office should be considered as ON DUTY.
please try to find out the reason before taking any action.

HR Employee is an example for all employees. Hence, he should always maintain the discipline in tact. However, if he is late, he should be punished by his. HOD as per the rules prevailing in the Company

Dear Pulkit,
Please remember that normal rules provide for punishing an employee if he is a habitual late comer and not on a single occasion.In case your HR Manager is a habitual late comer, he is also punishable at par other habitual late comer employees.
