We can not compare between a sales team leader and a hr executive as both are different profile.Hr handle whole employee of a organisation whereas a sales team leader just handel a team of sales.

In terms of seniority of rank, a team leader will definitely be above an executive.
However, what matters more is the reporting lines.
Working in the company is not a competition. Instead it's collaboration.
So you need to be polite and cooperative irrespective of whether your position is above or below.
Further, the teams being in different departments, you can not issue an order to them anyway. HR issues notices or notifies rules, etc. however, if you need to enforce something against another person, you need to escalate the matter to the HOD and let him handle it.

As rightly pointed out by Saswata Banerjee, in most Cos., Employees/Officers in Intra Dept. gets respect depending upon the Reporting line or Heirarchical Order i.e, where each Dept. like Production, Finance, HR&A, Sales, Marketing etc., headed by GM, DGM, AGM, Sr.Mgr, Mgr, Officer, Supervisor etc., the HOD of each Dept. gets respect than his subordinates in his Dept. vis-a-vis other Dept., It goes with the Organisation & Dept. Reporting Structure.
There will be HOD for each Dept & below him the subordinates. In a Dept. of Sales, the Sales team leader could be the HOD whereas; in a HR&A Dept, it may GM or Manager HR&A who will be HOD whereas the Executive will be only under them.
The Role of HR Dept. should not lead to competition. In case of any such over-stepping of roles, the HOD takes the initiative to restore orderly working as per Organisation Reporting chart in the interest of working of all Dept. which is essential for successful working of all HR.

Your question is not clear.
Seniority is normally reckoned with the date of joining as the basis.
On that count an attendant may be senior to a Manager when you consider the length of service in a Company.
If the intention of your question is to know the hierarchy level then it has to be seen differently.
Normally a HR executive is placed at the lowest rung in hierarchy, in a HR department.
A sales team leader will have his team members to report to him and hence will be at a higher level in hierarchy.
Generally you need an orgnization chart to determine the position.
