Getting a Ph.D degree will soon get tougher with University Grants Commission (UGC) bringing in stiff regulation, which bans offer of such degrees in distant mode, and stipulates that the thesis paper be evaluated by two experts, including one from outside the state.
According to the UGC (Minimum Standards and Procedure for Awards of M.Phil/Ph.D Degree) Regulation 2009,
No university, institution or deemed university shall conduct M. Phil. or Ph.D programme through distant education mode.
To ensure quality, the regulation says the students will be given admission through entrance test followed by interview. The doctoral candidates will discuss their research area.
After admission, the students will have to undergo course work for a minimum period of one semester. The course work is a sort of preparatory course that will touch upon research methodology.
The university or institution will decide the minimum qualifying requirement for allowing a student to the next stage of writing the thesis. The thesis of the student will be evaluated by two experts, including one from outside the state.
The institution shall decide if it wants to have one examiner from outside the country, the regulation said. It is expected to bring uniformity in the conduct of Ph.D. programmes in the universities which are following varied models.

PUNE: University Grants Commission (UGC), in its latest regulation, has made an entrance test mandatory for admission for MPhil and PhD programmes. As UGC has linked this criterion to exemption from NET, all senior college teachers in University of Pune (UoP) could end up facing NET exam to retain their jobs.
UGC issued Minimum Standards and Procedure for Award of MPhil/PhD Degree Regulation, 2009 and Minimum Qualification Required for Appointment of Teachers in Universities and Affiliated Colleges, Regulation, 2009 on June 1.
According to the regulations for award of MPhil and PhD degrees, varsities have to lay down criteria for faculty to be recognised as research supervisor for both programmes. Universities also have to decide in advance the number of seats for both.
Most importantly, the varsities have to admit MPhil or PhD students through an entrance test conducted at varsity level. The varsity may decide the terms and conditions for PhD entrance test with respect to students who qualify UGC/CSIR Junior Research Fellowship (JRF) exam, GATE/teacher fellowship holder or who has passed M Phil.
Quite naturally, UGC has linked the above regulations to appointment of teachers. National Eligibility Test (NET) is the minimum criterion for appointment as teacher at postgraduate section, while State Level Eligibility Test (SLET) is a must for a teacher for undergraduate section. Exemption to PhD and MPhil degree holders from NET and SLET respectively has been a perplexing issue before the UGC. Now, UGC has exempted Ph D holders complying with the latest regulations from NET/SLET exams.
But UoP has never admitted students for MPhil and PhD degrees through an entrance test. If UGC’s new regulations are followed in the strict sense, none of the teachers (PhD holder) would be eligible for exemption. In simple words, they might have to pass NET/SLET to retain their jobs.

The academic council of University of Pune has finally decided on the policy regarding the entrance test for the doctorate programme. According to the revised norms of University Grant Commission (UGC), regard-ing PhD, the UoP is planning to conduct an entrance exam for the MPhil and PhD courses registration.
The first ever PhD entrance test of University of Pune will be conducted in third or last week of November. The decision regarding this was taken in a recently concluded academic council meeting of UoP.
The officiating Vice Chancellor Dr Arun Adsool, while speaking to the Pune Mirror, informed, “During the academic council meeting of the UoP on October 15, the topic of PhD entrance test was discussed. The proposal about nature of the test was also proposed before the council members. The entrance exam date is not yet fixed, but it will be declared soon after finalisation.”
As per sources, UoP is planning to conduct entrance test in the last week of November. The test will have two papers. One will be a general paper which will check the aptitude of the candidate to carry out research work.
The second paper will be subject specific covering knowledge of the candidate in a topic in which he has done his /her post graduation.
At present, there is no entrance examination for those wanting a doc-torate degree. The Bhalchandra Mungekar Committee formed by UGC submitted its report early this year. The report found that students with the poorest performance can get enrolled and acquire a doctorate degree in three-five years.
The UGC in June formulated new norms to curb the malpractices in awarding PhD and MPhil degrees.
The University of Pune receives around 150 registrations each for MPhil and PhD every year. The new entrance test will keep a check on number and also on the quality of thesis. There are regulations of UGC regarding the guide too.
It has restricted the number of students working under a guide.
No decision yet on MPhil Entrance
As per the UGC norms, entrance is compulsory for MPhil registration too, about which UoP has not decided yet unanimously.
The decision is pending, as the entrance for MPhil is a subject matter of subject specific department till now. “We have called a meeting of deans of all faculties on October28. Further decision about MPhil coruses will be taken in the same meeting,” Dr Adsool informed.

research programmes are likely to take more time before being implemented in the universities.
The delay in implementing the new guidelines comes in wake of a recent letter of UGC, wherein it has allowed the universities to self-evaluate the quality of PhD degrees, albeit as an ad-hoc measure.
The UGC notified minimum qualifications for a PhD degree in institutions recently in a bid to tackle growing complaints against substandard doctoral degrees and research. It had observed that several institutions were allegedly running PhD programmes through distance education, allowing students to pick their research guides. The commission had said that it would evaluate the quality of doctoral programmes in various universities and prepare a list of institutions awarding PhD degrees which meet the new standards.
Now, the latest order of UGC, (F.No. 1-1/2002 (PS) Pt file-III) signed by joint secretary KC Pathak mentions that since UGC is at present unable to identify candidates of various institutions, who have been awarded PhD degrees in compliance of the newly set standards, it is allowing individual universities to evaluate on their own the quality of PhD degrees of aspiring teachers.
In the new order sent to vice-chancellors, the UGC has informed the universities that the process of implementing the new guidelines is likely to take time. Hence, keeping in view the interest of candidates aspiring for various vacant positions of assistant professors in various institutions, the UGC has decided, as an ad-hoc measure, to leave it to the institutions concerned to decide as to whether the degree of PhD awarded to various candidates is in compliance of the provisions of UGC regulation, 2009.
PhD accesible to even graduates:Mumbai university

apex body, the Management Council (MC), has decided to make graduates eligible for pursuing PhDs from this academic year 2005-06. The only criterion for these candidates is that they would have to clear an aptitude test conducted by the university department or research centre from where they want to pursue the PhD.
According to the Ph.D. guidelines, framed by former university chancellor and governor Mohammed Fazal,last year,only a post-graduate with minimum 60% marks could opt for research and the graduates were not eligible to pursue it at all.
This had angered the academic community and students who argued that academic performance could not be a benchmark for identifying good researchers.
Following the resentment, the MC has now also decided to relax the eligibility criterion for post-graduates. Now, postgraduates with 55% can also be eligible for research. Many graduates want to pursue PhD. If we do not bring about changes, they would be attracted to other universities for research, said MC member, Amarjit Singh Manhas.
The new PhD guidelines has been implemented only by Mumbai University where it was applicable to all Maharastra Universities. Though Dr Vijay Khole, vice-chancellor , had to exercised his special powers to introduce the new rules yet the Senate members had expressed displeasure and forwarded an alternative scheme to the chancellor. Even Bombay University and College Teachers Union (BUCTU) had met the governor to brief him about the flaws in the PhD rules.
For MPhil candidates also the MC has decided to be flexible by not insisting on publication of two research papers in peer reviewed journals. Apart from the MPhil candidates, it has also relaxed the guidelines even for Degree college teachers and Junior college teachers to pursue PhD.

GGU- BILASPUR- WRITTEN TEST- 03 Jan, 2010
1. A candidate possessing the minimum qualifications with the requisite percentage of marks, as mentioned at Section B, shall be eligible to appear in the written test.
2. There shall be separate tests for each discipline.
3. The test shall be of 2 hours duration, carrying 150 marks, consisting of 50 multiple-choice questions.
4. For the subject/discipline in the school of arts, social sciences and for the subject of Commerce in the school of management & commerce, the VRET examination will be conducted in Hindi & English both. However, for the subject / discipline under the schools of Physical Sciences, Life Sciences, Mathematical & Computational Sciences, Natural Resources and the subject of business administration in the school of Management & Commerce, VRET will be conducted in English only.
5. There shall be negative marking. Three marks shall be awarded for each correct answer, while one mark shall be deducted for each incorrect answer. Un-attempted questions shall be awarded zero marks.
6. No scrutiny/revaluation of the answer books of the written test shall be allowed.

4. Section B: To test the Candidate’s capability of defining certain concepts through short answers. 12 questions out of 16 are to be answered (12x10=120 marks,

9. One question out of 3 is to be answered. Duration - 40 minutes - 40 marks. In section C also candidates should answer questions only from the subject in

12. As detailed above the total marks for the test is 200. All the 3 sections will test the Candidate’s capacity to handle language, knowledge of subject and research aptitude.

Distance Learning Dilutes Education and Learning
There is a crazy rush to get degrees every where. Everybody wants to add degrees after degrees. Masters and now Doctorate is also available thru distance learning. One needs to introspect and satisfy oneself as to did he / she acquire real knowledge or only added one more degree to his/her name. Moreover what is the use of adding such degrees? No wise employer is going to give any recognition or weightage to such degrees.

As it is quality of education, quality of faculty and quality of evaluation even in case of many full time programs is suspect and deplorable. It is further more diluted in distance learning.
Everybody should strive to get quality education and not merely a degree. One should check and recheck the credentials of institute/university and program before enrolling.
