You have mentioned that you want to pursue the highest degree in HR.
You have neither mentioned your qualification nor your interest in any specific side of HR.
People who do their doctorates follow their passionate area.
My suggestion would be that as you gain experience you should also start developing your own areas of liking.This will show you your specific field that you can academically pursue.

You may like to work on the 'Scope of Talent Management, its need, and approach to its implementation in mid size organizations'. Since there is a big gap in the formalized understanding of new terminologies like talent management, it may be worthwhile creating a standardized definition of 'talent management' after researching all available material on this subject and evolve a workable methodology which helps organizations to collect employee data & analyze the same in a manner as to identify the hidden 'talent' and groom it for individual & organization's growth.
In my opinion, it is a vast subject, which is somewhat controversial at present, since different HR experts have defined it differently, and there is no collective understanding about the technology dimension of an 'approach to talent identification & development'.

Your suggested subject sounds really is interesting. But my apprehension is, Will a Researcher get all inputs he/she requires from the Corporates ? If his/her guide will proactively support such a subject ? I doubt very much. Might depend on the final say of the University and/or the guide to be. However if you would also suggest some back ground materials and published papers on the subject it will be helpful to the ambitious youngster.
