Dear All,
Need to know what can we write to employees whose are always coming late and writing the rong timings in time sheet.
Being in HR i want to send them email but without mentioning any specific name of the employee.
Help me to write short and good email.

Dear Zainab,
If you are facing such problem you can designate somebody to enter the timings for the employees.
You can write to the employyes as follows:
Dear All,
This has come to the notice of the manangement that some employees are coming late regularly and are mentioning wrong timings in the time sheet. With effect from 19.06.07, Mr. XYZ ( Admin. Assistant) will be entering the timings. Moreover an employee should reach the office at the prescribed time, failing which he shall be considered late. In case an employee reports late more than three times in a month, half day casula leave will be deducted for each late arrival. those who are not having Casual leave in their record , their salary will be deducted accordingly.

I don't know how the employees are going to receive your mail indicating somebody else is going to enter their arrival time. Instead go for office automation by giving swipe cards etc. where you imbibe a sense of technological advance to your employees rather than bullying.
If you do a close scrutiny it will be clear that only minority will be attending office late. Try to address them personally and tell them the seriousness of the situation. Always give prior notice or breather for a month saying if things are not going to fall in place, we will enact stringent measures by next month. You can mention the measures like imposing half day leave for every 3 occasions of late coming etc.
But the actual problem is even after having strict controlling measures if some continues to be late then the problem has to be seen in a different perspective and solved by individual counselling.

You must deal with people who display wrong behaviour in terms of Consequences.
If the worst thing that can happen to a latecomer is that they get an email - the behaviour will continue.
Get someone (you or their superior) to have a face to face conversation with them and spell our the negative consequences of the continued late behaviour.
Use the email as confirmation of this meeting.
If the behaviour continues - act on the consequences. If the behavour changes - acknowledge this face to face.

"Coming Late to the work space is indiscipline, Moving late is indecency"
So bring this type of culture among the employees ....
