just go to the basics of HR activities, training comes generally after appraisals.
As employees need certain competency & skills to accomplish the jobs, to full fill such needs employees are trained by the organization.
T&D is a learning process.

There is an interesting anecdote in Steven Covey's book: 7 Habits of Highly Effective People: a woodcutter was continuously sawing a tree for many hours. A man who was watching him work for some time asked him: Why dont you sharpen your saw? It will make your task easier. The woodcutter replied: How can I ? I have no time!! Can't you see I am too busy sawing??
The point of this story is that our skills , our tools , our creativity gets blunt after working for a period of time. Training and Development help in sharpening our saws !!!
