As Mr. Kapil have told first decide the appropriate Govt. & then go through the relevant Rules of that Govt.relating to Contract Labour (R&A) Act, 1970.You will find all forms in theses Rules.

Formats of all the returns are available at the city book-sellers who keeps the registers under the Factories Act. If your unit is situated at Gurgaon then you can have all these forms from Nand Book Stall, Sadar Bazar, Gurgaon.

Could u pls confirm that is contract labour's count effects principal employer in any situation...??
suppose...Principal employer has 4 contractor but total no of contract labour doesnt exceeeds 20 than does it effect principal employer ??

Dear Kapil Dev Singh,
According to the Contract Labour (R&A) Act,1970 the P E will have to take Registration Certificate from the Registering Officer as the total no. of contract labourers exceeds 20 considering the total of all the contract labourers engaged by all the four contractors but at the same time all the four contractors are not to take licence as in their individual capacity they are not employing 20 or more contract workers with them. The PE will also have to comply with the other requirement of Act & THe Haryana Contract (R&A) Rules, 1975 as regards to maintenance of records, sending of annual return etc.
