It depend upon the size of oganization.The designation like HR-Head does not specify the exact rank but the authority one posses.It could be any body,may it be senior manager or Asst manager.

Dear Devi,

The position of Head HR or HR Head is senior to Senior Manager (HR) and below the Chief (HR). The Head HR is responsible for overseeing all HR functions within the division or organization, and their job duties are distinct from Industrial Relations (IR).
