This situation may arise for a varied of reasons. Favorism might be one such reason but you should look at the issue in a positive manner. It may arise from change in policy as many have suggested. In such case your company may also have plans to compensate you with promoted position and salary / benefits in near future possibly after your next appraisal to bring parity. You may also look at both of yours academic backgrounds and achievements. That might give you an indication for such a corporate decision.

I suggest you to be patient and find out if they have any plans to bring parity between you two. We as a human have tendency to compare ourselves with ppl who are above us only rather than who are below us. With a carefully observation you may find several employees in your organization with similar credencials as your but are recruited at a lower level than you. Evident to basic human charactaristics you have never felt bothered to such incidents.

How To Graduate In A Recession - Forbes.com
shows that individuals who graduate during a recession year generally have lesser career growth.
Also, just graduating from the same college is NOT a guarantee that both of you are equal.
Please do a comparison of academics/work experience [if he has any], before concluding your equality. If all these things are even somewhat equal, you have been wronged, and it is time to move.

And all I can say [& maybe for your to remember all thru your life] is: 'Intezaar kaa phal meetha hota hai'--everytime & everywhere, even if it's easier said than done--usually.
The best way to ruin any possibility/chance of a positive development/response from the other side--be it your boss or relative or just a friend--is to let your annoyance/distress effect what you are doing. And worse would be to go into a sulking mood.
