Dear Ankit,
Happy New Year 2016.
Now about your query, I don't think with what specific object you have asked this question, as you have not mentioned the real background or the problem being faced by your organization. But, your question does not seem to have any relevance, as there is a lot of difference between removing a holiday from the list of holidays and opening of the factory/ office on the national holiday. Any national holiday can't be removed from the list of holidays, but in the exigency of services exemption can be sought from the Government to open the factory/ office on the national holiday with certain specific conditions to be complied by the organization.

If you are really concerned and have valid reasons, a PIL could be filed. However, the fact of the matter is that the day could be used profitably for 'shramdan' involving all the personnel, the CEO and the top executives, taking the lead - not in supervising or directing, but in working with their own hands. At the close of the day a community dining could be arranged.

There are 3 national holidays.
Jan 26, Aug15 and Oct 2.
Each of these days has tremendous significance for the nation which can never be undermined.
What is the need to try and remove Oct2 from list of holidays?
As such you can work on that day after observing some rules on the subject.
