In order to maintain strict discipline in the organisation, employees of all levels should mark their attendances and departure times through punch-card system.There should be no relaxation of rules even for sr. executives.Further, disciplinary actions should be taken against those ,who are habitually late attendants,to set examples to others,the consequences of such indisciplines.

You have misunderstood that for 3 late comings, there will be a one day salary cut. It is not so. For 3 late comings, one day leave will be
debited in the leave account of such late coming employees. Thus such an employee would loose one day leave in his account. If such a
debit is not possible due to non availability of leave in his account, then the salary can be cut therefor. This is the correct position.

On related matter, managers are normally given a privilege to come late. This is based on the premise that they sometimes if not always stay late also. Besides, managers are basically paid not only based on their physical presence but also based on their managerial skills, e.g. ability to lead, plan, organize, motivate, control, etc. their teams. More than 3 days late (in continuous) shall be taken seriously and HR have the authority to issue show cause notice to that employee. After three show cause notice employer has the right to terminate the employee.

I prefer my HR to send notice if i don't complete my 40 hrs of work (if 5 working days) and i love my HR to focus on all other problems that is currently there in my facility than focus on when I enter the facility.
Yes when all employees come to their own time there will be a coordination problem. In our company we have it like this
Business Hours 9AM-6PM
Core Business Hrs: 10AM - 5 PM
It is adviced to all to plan any meeting/conference calls during core business hours,
Also we need to punch 9 hours of work daily including 1.5 hours as break (lunch and two breaks)
Our HR just track whether we achieve the 45 hrs of time punch not what time i came to the facility.
Most of the employees come even before 9 and leave by 5 and almost all will be in facility by 10AM.
THis gives some leniency to employees and also employees will be productive. I believe when you touch the salary of an employee for 10 minutes late, I think you are unearthing another ghost named attrition because no one likes that way.
This is just my thought

Article 14 says equal before law.. so Executive/ Sr.Executives or any employer equal to time management, follow your policy as a hr, give a information to late comers and give a 3 times chance with there notice after give latecomer details with form for deduction details and do strictly in salary time it automatically corrected there timers. first do Hods attendance late comers and give deduction notice , this information has pass to all employees and employer.. so gradually decrease latecomers. am done it .got good result. Do it All d best. No need any legal law, its only discipline of associates.

This practice could be reduced by managerial approaches like conducting pep-talk in person, meeting and notice boards. Perhaps, I never believe in a high-school type punishments. Such an activity would bring drastic dramas instead of corrective measures. But at the same time it is absolutely a punishable mistake when an organization is provide accommodation or the staff\'s house is located in a reachable distance.

Though there is no separate legal law on late coming, you may make a Standing Order as per Industrial Employment (Standing Orders) Act, 1946 and get it approved from the certifying officer. The penalties and procedures may be created as suggested by our other friends. Hope I am right? Any comments.. seniors?!
