Such items should be covered under HR Policy to simplify the process.
If decision is left to individual, such cases are repeated, but if it is in policy and agreed upon by management, it will be easy for HR to proceed further for all employees, good or bad.
In certain case, employee does not give notice period or just resigns through SMS. There should be clear HR policy for such people.

I agree with the issue that you have raised here. But as Sanjeev has rightly mentioned that only unprofessional and small organizations can think of doing this. I also understand that HR involvement in reference checks are limited. As far as the reference checks regarding the performance of an employee is concerned it is only done through his reporting manager. But I have a question here:Will the reporting manager give a positive feedback of his subordinate?
