I have attached holiday list for Calender year 2020.
Kindly confirm if occasion of Maha shivratri is a National holiday.
In my view, it is a festival holiday .
It is requested to kindly review Holiday list once and give your feedback.

Maha Shivratri is a Restricted Holiday, therefore, a festival holiday that the company is not liable to provide. An employee may exchange a regular holiday or may be allotted some RH quota by the Company, but it all depends on the management.

The Admin / HR Dept issues a list of holidays at beginning of every year (keeping in view the National and Festival Holidays as prescribed by the Labour Office / Appropriate Govt of the State).
In private companies generally holidays compensation / exchange is not allowed. You can avail the holidays as mentioned in the list. However, if you have any personal reason than you can apply Leave for that day.
If in your company allowed to avail facility of Restricted Holidays as per your choice than you can choose.
Primarily check the Holiday Policy / system of your company.
