Hello Sir/Madam,
Recently i have joint one automobile company (service sector) here i'm looking all the HR Operation work, and i observed here culture, is not healthy, here has groupism between employees, different different group of different people, like group of top management & bottom levels employees, here top management level's employees have a negative ego of them positions and they don't involving to other people in them activities, everyone working good enough, doing them job properly but due to unhealthy relation & or lack of proper support from management bottom levels worker getting dis-satisfaction and groupism is becoming more strong... so in this situation what i should take corrective action to stop groupism and building good relation between all employees & management, i want to create humanity of each-other,

You have written that you have joined "recently". But when exactly did you join and what is your position? What is your designation? Whom you report to?
If you report directly to MD then I recommend you giving this feedback in private. However, you need to be absolutely cautious and he should not misinterpret it.
I am little sceptical about positive change even after your feedback. This is because whatever is happening that is with his countenance. Therefore, he might pay lip service to whatever you say.
The problems that you have mentioned are commons amongst SMEs. This happens because personal relationship is given primacy over professional relationship. Most of the owners draw satisfaction as they make YoY increase of 20-30% Therefore, they bother least for building organisation's culture.

I joint in December as a Sr. HR Executive and reporting authority is HR head who seating on HO but his very less focus on this organization.

If you report to Head HR and he has least interest in the affairs of the organisation then groupism is bound to happen. This is the problem with most of the HRs in general and Head HRs in particular. While they talk lot of about leadership and organisation culture and so on, on their home turf, they do not implement these ideas. They remain aloof or disconnected with the grass root staff.
Anyway, I recommend you talking with Head HR first and informing him about your observations. While reporting to him, please make sure that you do not add your logic. Let the facts be as these are. Ask for his guidance. Tell him that situation merits his intervention.
If the Head HR remains nonchalant even after your written report then nothing can be done as such. Accept it as your fait accompli and remain calm till you quit the organisation.
