Good question Sukhpal. There is certainly a difference between HR, IR and ER, as against many who tried to equate all the three.

In fact HR denotes Human Resources (NOT relations as a few members have stated vainly). HR is a very wider term that includes,
personnel sourcing and hiring, applicant tracking, skills development and tracking, benefits administration and compliance with associated government regulations. HR responsibilities include payroll, benefits, hiring, firing, and keeping up to date with state and Central/federal tax laws. In other words, HR deals with all matters pertaining to the Personnel Management that includes responsibilities of payroll, benefits, hiring, firing, and keeping up to date with state and Central/federal tax laws. ER and IR are just small but specialized relational parts of HR with employees/ labor.

IR denotes "Industrial Relations," which is a multidisciplinary field that deals mainly with the relationship about employment. Industrial relations is increasingly being called employment relations also for the purpose of non-industrial employment relationships.

Employee Relations in fact is a PART of Industrial Relations that deals with maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, and morale. Essentially, Employee Relations is concerned with preventing and resolving problems involving individual employees which arise out of or affects the work situations.
