I am totally new in the HR field and i dont know what are the general rules of a private limited company as per HR policy,so please help me and tell me the same as soon as possible

What is your qualification in HR? Where did you study? What did you study? If you had really studied your subject, you would not be asking these questions in a forum like this. HR policies are general in nature and based on various theories. These policies vary from organization to organization. Unless your organization is quite new, once you join the HR department, your seniors would have briefed you on the existing policies and procedures. Therefore, I have a strong doubt about the purpose of your posting here.
If you want to start creating a new HR policy manual for a new start-up firm, you cannot simply pull things from the manual and implement them. Whatever you want to implement should first gain acceptance from your bosses or the management. Every policy or procedure you want to implement will have a monetary impact and consequently affect the revenue budget. Therefore, do your homework properly and come back to us with meaningful queries.

Setting up of HR Dept, adopting various HR Policies, Standing Orders, Leave and Service Rules, etc., depends upon the type of Company/Industry, number of employees, State labor Rules, intentions of Management, and varies from Company to Company as already mentioned by Seniors.
I have worked for 30 years in 6 Manufacturing Companies (in HR, IR, LEGAL, and Admin works of Steel, Power, Chemical, Electronic Manufacturing Companies, and Mines) with 1000+ employees. I have set up HR Dept from the scratch/beginning of the Factory, framed Standing Orders, HR Manual, all Policies, Procedures, Rules, Systems, and Formats for all HR Jobs in Soft-copy for easy Presentation and Adoption.
