I work for a start up software company where the employees does not have any HR policies. since there are only 15 employees working (software engineers)number would increase within two months. what should be the initial level of policies i can start as an HR? please suggest or share some ideas which would be effective for the employees.

As a start, it is best to focus on performance appraisals since there are only 15 employees now, the focus of all shall be on performance and increments in line with growth of the organization.
The next immediate area to focus on shall be to address any regulatory or mandatory policies that have to be in place from a Government perspective.
