I work for a startup software company where the employees do not have any HR policies. Since there are only 15 employees working (software engineers), the number is expected to increase within two months. What should be the initial level of policies I can start as an HR? Please suggest or share some ideas that would be effective for the employees.

As a start, it is best to focus on performance appraisals since there are only 15 employees now. The focus of all shall be on performance and increments in line with the growth of the organization.
Addressing Regulatory and Mandatory Policies
The next immediate area to focus on shall be to address any regulatory or mandatory policies that have to be in place from a government perspective. As the numbers grow, you can then draft other policies.
