The onboarding process should start as soon as the employee is hired (it will also improve the rate of joining).
Before Joining
Smoothen the process - give one point of contact for all queries, a buddy scheme will be a great help. You can invite the employee & spouse for a dinner with the reporting manager or buddy, even before the employee joins (especially for senior positions). If hiring in large numbers, especially for campus recruitments, create a Yahoo group where they can discuss. The moderator can be a current high-performing employee a couple of years senior.
On the day of joining
Provide an orientation if induction is scheduled in batches. The buddy should be there to provide basic introduction and answer queries ranging from the location of the washroom to where to have lunch and the work culture of the company. The new employee should be guided at least for the first month. HR and the manager should follow up with the employee from time to time (1st day, end of the 1st week, and at the end of 1 month). KRAs should be set and the appraisal process explained during this month.
After 3 months, take feedback.

Onboarding process should include first the documentation like Joining form. The document list may include: Photographs, ID & Address Proof, Educational Qualification Proofs, Experience Letter/Relieving Letter, etc.
