You cannot design KRAs in isolation for few particular designations. First you have to design the measures for the departments and the individual KRAs need to flow from department's measures of performance. Secondly, being HR Manager, it is not your duty to design the KRAs. It is the duty of the HOD of the department. As a HR professional, possibly you may assist HOD or facilitate designing the KRAs. It is the mistaken view of the HR professionals to think that since they are the process owner of PMS, it is not their job to design KRAs.
