Dear Seniors,
Recently, I have joined a Japanese company in Delhi. There is no Human Resources department at this time, and I am the only HR person in this company. Please advise me on how to set up a Human Resources department, such as creating policies and procedures, understanding the applicable laws for this company, etc.
Thanks & Regards,

Dear Nidhi,
Setting up a human resource department requires a lot of information. There are two ways to achieve this:
1. Prepare a checklist of what the HR department should have (policies, rules, etc.). Discuss with the management to gain a clear idea of what they intend to incorporate and their ideas to supplement the checklist you have prepared.
2. You can consider hiring a consultant who can guide you and your company in establishing the HR department.
I am involved in management consultancy and am a part of MindShare HR. For more information about the type of work we do, please visit our website: www.mindsharehr.com. Feel free to contact me via email at anuradha@mindsharehr.com or mail@mindsharehr.com for any queries.

Dear Nitin,
You can prepare a checklist of the policies that you want to implement in the HR Department. Also, look for the policies of other companies and compare them.
Discuss all the policies that you have jotted down with the higher authority. Take their viewpoint and try to implement it. You can also refer to all the matters in labor law books. This will help you understand things better.

Hello Nitin Sharma,
You have not mentioned any information about the company. However, I suggest the following steps:
1. Have a discussion with the CEO or the person you are reporting to and find out what he/she expects from the HR department.
2. Talk with department heads for suggestions. Establish some rapport with them.
3. Though there was no HR department earlier, some HR practices relating to recruitment, performance review, salary administration, and work relating to statutory compliance must be existing there. Go through the files and study them.
4. Before trying to introduce anything new, study the existing policies/procedures/practices and see what improvement is required.
5. Find out who was taking this additional responsibility before you took charge of the HR department. Discuss with him/her and seek his/her suggestions, comments, and support.
6. Later when you are ready, arrange a meeting with other department heads and express your plans. Seek comments from them. You can then submit your HR manual incorporating all topics and submit it to your boss. Discuss with him and incorporate his views.
One final suggestion. Keep good rapport with department heads since they are involved in recruitment, performance review, increments, etc. Slowly, your contribution will be recognized, and you will be accepted by all concerned. This visibility and acceptability are very important for HR professionals. A stage will come when they will look for your suggestions and comments. Age and experience, though important, maturity and wisdom and above all your genuine concern to support and help are more important.
All the best,
Dr. P.N. Vasudevan Facilitator for Personal and Team Excellence.

Dear Nitin,
Firstly, please specify the type of company you are in - whether it is in manufacturing, customer service, or solely sales-based. Different companies have different HR processes, so it would be helpful to know the mode of business of your current company.
