This is to inform you that Minimum Wages in Delhi State has been revised by the Delhi Govt. w.e.f. 01st Oct’2013. Notification is attached for your ready reference. Also find below updated Minimum Wages rates for Delhi State:
1. Un-skilled Rs.8,086/-
2. Semi-Skilled Rs.8,918/-
3. Skilled Rs.9,802/-
4. Non Matric Rs.8,918/-
5. Matric but not Graduate Rs.9,802/-
6. Graduate & above Rs.10,686/-

First of all, compliance must be in letter and spirit. It is wrong to encourage a person to sign Form 11 if he has ever been under the ambit of the PF. Once in PF means always in PF, i.e., irrespective of an employee coming out of the prescribed earning for coming under the act, a minimum contribution should continue.

This same message has been posted 2 times before, I think by the same person as the wording of the post is exactly the same. I assume that this was a mistake.

Please remember that if you post in different threads, you are not going to get the answer you want and the information is fragmented. As a result, anyone looking for the information in the future gets confused.

Employee does not have an option to opt out of the scheme. However, if the wage of the employee at the time of joining the company is more than Rs. 6500/- (Basic plus DA), he needs to become a member and he can, at his option, become an EPF member. Once he has opted to become a member, he cannot opt out afterward.

Regarding Form 11, it is the declaration given at the time of joining a company. If you are already a member of PF and have not withdrawn the amount, you have to declare the same in Form 11. If you are already a member earlier and had not withdrawn the amount, then even if your salary is more than Rs. 6500/-, you have to compulsorily become a member of the Fund.

It is mandatory for employers to deduct PF from employees whose salary or basic salary is below Rs. 6500/-. However, as an HR professional, you should always advise opting for EPF only, as this will help them accumulate PF and draw a substantial amount at a later date. This PF amount will also qualify for IT exemption. Those who continuously pay PF for 10 years are eligible for a pension. Therefore, there are numerous benefits to opting for PF, and you should encourage employees to choose PF only.

Hi,

Although there is a mix-up of two posts, it leads to a question: Now that the minimum wage has been revised to above Rs. 6500/- in New Delhi, can I conclude that all the new recruits will be out of the ambit of EPF? Assuming that all new recruits are semi-skilled and were not covered under EPF anywhere earlier.
