I am into a complete confusion please help me in the below scenario:
One of the employee of my company wants to take casual leave on 22nd (Monday) and 23rd (Tuesday) Oct, 2012. and we have week off on Saturday and Saturday.
On 24th Oct, 2012 its Dusshera, so its a holiday on that day.
Now the employee will remain absent from the work from Saturday to Wednesday and will resume duties after Dusherra holiday i.e. on Thursday 25th Oct, 2012
So, now I am confused if Dusshera holiday will also be counted into Casual leave??? Is the holiday getting clubbed with the Casual leaves and week offs??
Please help on this as I need to clarify this thing to the all the employees as well.

Dear Harpreet,
Perhaps this confusion is because your company does not have a clear HR policy / manual that spells out the rules regarding leave among other things related to employee / HR matters.
Generally, most companies do not allow an employee to prefix and suffix holidays with leave. What this means is that you are not allowed to sandwich your leave between two set of holidays as is the case above. So most companies will treat the holidays as leave and the employee will be be debited 5 leaves (Saturday to Wednesday) instead of 2.
But as I said that is the case when the leave policy is clearly spelled out. In case of your organisation, since the leave policy is not clear, the employee could be given the benefit of ambiguity and you could use this opportunity to have a employee handbook created to take care of any such future issues.

I do understand that clubbing of holidays is always dicouraged by the employers by counting the public holidays that come in the way. However I have a confusion here:
The person has been to the office till friday. He is to be on leave monday onwards. So why should we be deducting leaves for sat and sun? As far as my knowledge, we should be debitting 3 days - mon, tue, wed - dushhera if he is resuming on thu.
Please throw light on this as I am working on a project to develop HR in my firm.

It all boils down to the policy the organisation has. Our organisation allows prefix / suffix to weekly offs / holidays, however we can not sandwich the weekly offs / holidays between casual leaves.
In the mentioned case we would have deducted only 2 days of casula leave.
