Hi archana,
For a project on T& D,
Firstly you should have clear understanding of the topic about its various aspects, the types the tools, the measures, importance, utility of different kinds of programs.
Then you should study about the different T & D programs that your company has undergone ( cover them in detail), check for the data available against each program.
Accordingly frame questionnaires to evaluate the effectiveness of the program and analyse the results and then come to a conclusion.
Just a jist of general methodology..
Hope u got an idea.
Ask if anything in particular, you want to know..

As per your requirement, you are to analyze the effectiveness of training programmes. Apart from using appropriate instruments for gauging it, like your kirk-patrick model of Training Evaluation, just have a look below:
There are two major components you evaluate here:
1) The Trainer - Done Immediately after the Programme.
2) The Trainee or The Participant.
It is the evaluation of the Trainee that is of much importance; as it is generally done after a certain period of time; say 3 months, generally
done by his immediate supervisor to evaluate benefits from the programme. Generally, organisations miss this link which makes it
difficult to evaluate the effectiveness of a particular programme.
In case of problem with the Trainer, it is immediately identified at the end
of the programme and the trainer for a particular programme can be changed immediately.
Another Basic Aspect, is that in your Training Need Analysis Matrix if you
had messed up in identifying appropriate Training Programmes to the Target Audience; then the whole process will end up in a mess.
