Good Morning to all, I need brief overview of manpower planning and budgeting.can any one say what is the need of this concept in organisation.

Manpower planning is done for the coming year in advance so that Human Resources are best optimized. It is done to ascertain whether the existing work-force will be enough to face the challenges in the coming year or not. Accordingly the Budgeting is also done in the event of a decision made to hire Man-power.
Pls correct me if Im incorrect.
