Dear friends
i worked for five companies in qatar ,uae ,ksa now i am in india . Last four companies tool box talk is conducted by site supervisor . But in saudi arabia it is done by safety oficer /safety supervisor itself. (in saudi my company its a third rate company safety is just for a show only)
what about in india whose responsibitity is this to conduct safety tool box talk/tool box meeting .

in our company, we are sharing the responsibility & we encourage all of our technical employees to provide tool box talks on various subjects among other technical employees & contractors in local language.

Hello,
In our company (i’e in India) is done by site supervisors but only thing is that we have to ensure the quality of the tools box talk as a safety professional. Like what should be the content apart from the job safety that is to be done on that same day, we can share the incident that may happened in the last day within the same organization or others; any other safety information. Some time we have to present in the meeting and share something about safety which is relevant to them.

Hello!
It is better that all tool box talks conducted by concerned immediate supervisor and get in put from HSE professionals.
The very basic reason is that the dangers / hazards and risk involved in the operations and control measures to avoid incidents and accidents is very clear to supervisors.

It is good to see that we are giving importance to tool box talk because it is one of the important tool for HSE, we are doing the same but we dont have specalize format for recording such disscusion because as according to my knowlage tool box talk disscusion should not more than 5-10 min. so if any one have tool box reporting format please send that.

you ar 100 percentage correct that tool box meeting should be recorded as it is a proof that organisation is providing proper safety instruction for work force.
in many GCC countries tool box talk record is very important one .In 2008 i seen a fatal accident in near by site in qatar high rise building project it occured due to fall from height from 24 floor height .during the time of police investigation they asked tool box talk document .this organisation having a incomplete record of tool box talk unfortunately the worker who died signature was not in a single tool box meeting format.
what the next step police taken was they taken forman ,supervisor and safety officer in to prison they put them for 2 weaks in prison then release them but their passport was not realesed due to this they are not able to go home country.It was released only after company paid the full compansation for the worker family .

Dear All

The answer to whom should conduct the Tool Box Talk is Line Supervisor or Engineers... But who is doing it in practical in most of the Indian Companies are Safety Professionals...

In Saudi and other Arabian Countries safety pro has got more power than a safety pro in India... They are conducting TBT as well as fully having the authority to Stop any Unsafe Job... But what will be the condition if it with an Indian Company... The safety pro may even face to hear the threatening words from the management if he stop any job... So conditions differ a lot... So we can't compare the scenario at all...

Then about the record of TBT... Is that possbile to maintain always... Is that possible to take the sign of every emeployee on regular basis... One of our forum member says that the ideal time is 5-10 minutes for TBT... If 50 workers particiapte into the TBT then everyday it's not possible to take sign, this will consume atleast half an hour... As a record we can keep photographs and can maintain a register in which the conducting site supervisors only sign required...

The main thing is to ensure that TBT is conducting daily before start of work... How we ensure this happening is with the help of our top management personal... Our top management representatives visiting various locations on daily basis to cross check whether TBT conducting by Line Supervisors or Engineers... This continue for a period of one or two month and then TBT get regularise... We including even workers as speakers... They sharing their own experiance which is giving more impact to the co-workers...

yes ,if we start taking signature after tool box talk it will take more than half an hour or plus depending on the work force number .

to avoid this situation what we use to do is conduct TBT first after that we provide this form to superviosrs , forman and chargehands(most of them are expert in taking photocopy from office so they will take their own copies so no need of any distribution for them ) .They will collect the signature of workers under them during spare times and submit the filled up form to HSE department office every week.we also take minimum 2 photographs of TBT as a proof of condutuing tool box talk .During audit auditors ask for tool box talk records and photographs.





Regarding threatening words from the management this is common in gulf countries also .This is due to the fear of delay in work shedule and penalty from consultents due to not completing job in time .But a funny side is that management never use to make any threatening words to safety professionals those who look heavy weights and muscular due to the fear of they may get slap on face if they use any threatening words.Most of the safety professionals that I worked with are body builders as a reson I survived from not getting any threatening words .

Tool box meeting / pep talk / safety talk is certainly the responsibility of the job superviser for routine and repetitive jobs. For jobs of irregular nature, the HSE personnel should be consulted for his views. For irregular / new jobs JSA should be carried out to find out the associated hazards and the control measures. The same should be conveyed to the entire taskforce through Tool box meeting / pep talk / safety talk.
Recording of Tool box meetings do help a lot in demonstrating the committment towards creating awarness and continual improvement, specially when going through audits for ISO OHSAS 18001
The records may prove their worth in case of unlucky situation of facing enquiries in case of Fatal accident. As it is a statutory requirment for the occupier to make aware all workers regarding hazards involved in their work, the signed records of tool box / pep talk helps in such circumstance to show the authorities that the person was made aware of the hazard and the control measures. The format attached by Mr. Sudhir is perfect.

I need to know about colour coding of machine parts and the guards used for protection against the hazards of the machine. Please share your knowledge regarding this subject.
