Shops & Establishment Act is a State Act & therefore first examine which of the state Act is applicable in your case & then go through the Act & Rules to know the procedure as laid down in that Act & Rules.

The normal docs which are used for new registration are as under,
1) Application with signature of the owner / authorized person
2) Address Proof
3) Property tax receipt
4) MOA of the company
5) List of the employees
6) Bills of the transaction proves urs business
