Training and development process mostly in organization depends on need base / project base / or knowledge up gradation in terms of soft skills or leadership skills
You could identify one of the above domain after doing that
You do draft Training need analysis within the org covering various department i.e making training calender
Then choose one topic and one department
Give a name to that topic
write down the aim & objective for that topic
Then methods that you would use to do the training
the modules which would be used
what infrastructure would be required
during training what kind of assessment center you would use to gauge the training effectiveness
post to this training
have ROI done for the training process i.e return on investement
also have a refresher meeting module added with the trainer and the participant in a gap of 1-3 months just to check the knowledge imparted

Why don't you search citehr? You could find many training plans here itself.
Also my suggestion is to develop internet skills and extensively use google kind of search engines to find information.
You could make use of digital libraries (mostly free) too.
Here is a basic outline...which you can develop further
1. Why an organization require training

3. What should be the criteria to select training participants
4. Who will invest
5. What could be the budget
6. What could be the types and modes of training
