I am looking for hiring a team of 9- 10 people and I am confused between Shine.com and Monster.com since Naukri.com is out of our reach. Which job portal Should I go for? or if there is any other low budget way of hiring people .The requirement is in Gurgaon. Please advise.

I think you should go for monster.As i have observed that people who register on naukri also register on monster.
Shine is bit less popular among freshers but if you are looking for telecaller profile than shine is good..
So better you share the type of requirements accordingly we will be able to help you.

Almost every job portal started as a free service. They actually used to encourage employers to post in their domain. Some of them even had teams to collect job posting from the employer's end and post it manually.
The cost of operations is recovered over a period of time where the resume posting escalates and the employers are willing to pay.
The cost of running operations till the Break Even Point isn't too high . However , it may surmount beyond that as the portal needs to spend on marketing programs and sales team.
The Naukri Story is the best example.

yes, I also recall the times when some Job portals were even offering people money to post their CVs/ refer friends.......wonder what happened to them...
Of course pretty much " free / low cost " scripts exist now to set up something like a Job portal ( we are partly using one, albeit I am NOT very happy with it - a rip off, IMHO - but another story, another time... ) .
As you also indicate, much more expensive could be the spend to acquire crowds - of CVs to begin with....
Naukri had the first mover advantage - with a strong prior track, if I remember correctly of salary surveys ? Even they reported only about 4 % odd increment in Operating profits FY 2012-13......see :

Interesting that this was picked by a " media " site...also, note this is not only of Naukri but of all their properties put together ....and incorporates the ad. revenue / profits they get by serving up ads - a pure play on ads but of course dependent upon the crowds...
Monster of course had a bad 2011 and is only now coming back....but still reported a YtoY decline to approx. 7 % in 2013:
