Dear Manoj
Formation and functioning of Works Committee are as per statute whereas formation and functioning of Grievance Committee is a management initiative and an important aspect of effective employee relations.
e.g.: number of members in WC is equal from management side and employee (reg union) side.
The number of member on the Grievance Committee is an option exercised by scrupulous management.

I may make a correction that both Works Committee and Grievance are statutory and the functions of both these committees remain the same. But WC is required in such establishments wherein 100 employees are working whereas by virtue of new amendment taken place to ID Act (section 9C) Grievance Committee is required in every establishment wherein 20 or more employees are working. In the Works Committee there is no compulsion that women members are to be present whereas in Grievance Committee it is mandatory.
