full fillment of 19 and 10C come in feature after 60 days from the date of leaving, but such action is not your RESPONSIBILITY it is the DUTY of HR officials of your previous employer.
By the way due to so many data base query in the form like fulfillment of NRS, 3A etc. not posible to fill without proper data available in personnel department of your previos employer, remain details are easy and your basic details which can be filled easily.
Therefor i advise you to contact personnel department to fullfill the same if time period has been completed. Subject to their negligence your can approach to Enforcement office (PF) related to your area / division.
