Hi ,
First of all you need to know if there was existing HR activities in that company and what was their way of working but If they are just started ,you need to frame rules eg: office timing, leaves ,policy and procedures. discussing along with the top management and it would give a good start.

I appreciate your confidence in venturing into the creation of HR Policies for you company. As others have told you , it is advisable for you to observe and comprehend the activities of your organisation.
Later, you can think of creating the HR Policies.
Normally, it is prepared by the seniors or the top management with or without the assistance of consultants.
I feel, better you don't prepare all by yourself, but seek the experience of a senior.
Policies may be favouring and unfavouring too to the group. so beware of the impact you are gonna build.

Thanks so much... i started with talks with the management, They dont have an existing HR dept at all.... so for every thing i need to ask the director. Presently am studying the organization climate and interacting with employees to get their views and discuss these with the management.Thanks for the list of polices they are really broad guidelines.
