Dear Sumita,
Your post is a little bit confusing as you first say that you want to set up a department and then seek suggestions for what topics and modules to cover. Hence, I accessed your organisation's website Details of the Management Team at Sagar Group of Institutions, Bhopal <link updated to site home> ( Search On Cite | Search On Google ) However, I could not find the list of academics for any of the departments.
I had visited Bhopal over 10 year's ago and conducted some training for researchers at IPER and IIFM. You can access slides of training posted at CiteHR. If you could kindly give more details about your needs, I can provide some suggestions.

Dear Sumita,
If you would like to establish training department in your company then I recommend you conducting ROI based trainings right from day one. Do organise ROI oriented training, you need to know first measures of performance for every department. To know the measures of performance, you need to institute well-designed and comprehensive Performance Management System (PMS) in your education institute.
Many companies have training department. However, how many companies conduct the measure-based training and further measure their financial implications that remains to be seen.
To know more about instituting PMS in the company, you click here to refer my past post.
There is lot of misconception on the concept of KPI and KRA. To remove this misconception, I have uploaded my presentation on Youtube. To refer that video, you may click here.
I have been giving my replies on the subject time and again. If you wish to refer my past replies, then you may click the following links to refer those:

Hi Sumita,
It is a good idea to setup a training department for the staff as that keeps the teaching environment energized.
1) Your training programs should be inline with the courses on offer
2) You could also run an informal feedback amongst the teaching staff as well as the students to find out the areas to focus on
3) To start with Behavourial Skills, Soft Skills, English Communication training programs are a must in the Indian teaching scenario
4) Find out the gaps in the technical knowledge for the teachers, vis-a-vis the current curriculum
This should be good to start.
